The victim was identified as 49-year-old V.R.M., who was buying fish from seafood vendor on Mariscal Sucre avenue.
According to witnesses, while 'V' was at the stall, a high-voltage cable fell off the public lighting pole and hit his body, causing severe burns and almost instantaneous death
