Body cam footage released Friday of a fatal police shooting this week shows a local officer shooting a suspected car thief at point-blank range as the man struggled with a police K-9 that was sent inside the vehicle to apprehend him.
The state Office of the Inspector General identified the suspect as 34-year-old Mike Alexander-Garcia. The inspector general's office said Alexander-Garcia was shot and killed by West Hartford K-9 Officer Andrew Teeter.
On July 20, Alexander-Garcia walked away from a halfway house where he was completing a 30-month sentence for a first-degree larceny conviction, state Department of Correction officials confirmed Friday
