Judicial Reform In The Candidate Country For Accession To The EU Has Been Successful. Ukraine

In Kiev and other cities in Ukraine, activists tie disorderly persons, looters, pickpocket thieves, and other offenders with duct tape to a tree, remove their pants, and flog them with a belt or a piece of wire.  Often passersby who see what's going on support the executioners with cheers of approval, which stimulates them even more. After the execution, they leave. The unfortunates wait to be set free by concerned bystanders. 
It is now 2022 in the 21st century.....
